Rule 8 of excise valuation rule, 2000
Do I need to certify my cost of production ( Under Rule 8 ) from Cost accountant for whether it is in adherence to the CAS-4 ?

Yes as per rule 8 under excise valuation to verify yur books of accounts from a cost accountant either its as per CAS 4 or not for excise purpse.
you have to certify from cost accountant only for the excise calculation purpose not for any other.
