One of my relatives (50 Yrs old) is doing Pawn Broking Business for the past 15 Years. But he has his IT Returns filed only till 2003.Can he file the Returns for the remaining years. Please suggest!

From today (5-4-15) till 31-3-2016 he can file return of income for AY 2014-15 ( Belated) and 2015-16 [timely as per sec139(1)] only..

However if AO has issued any notice for filing the return u/s 142(1) he can file the return of that previour year..

Yes, but only of 1 previous year.

You have to file your income tax return within the due date of 31st July (Non Audit Assessee) / 30th Sep (Audit Assessee). But if returns have not been filed before due date, you can still file a belated return any time before the expiry of 2 years from the end of the financial year. So, if you want to file a return now, you can only file for F.Y. 2013-14 and F.Y. 2014-15.
