NO YOU CANT FILE THE RETURN MANUALLY
w.e.f 01.10.2011, e-filing of service tax return is mandatory for all assesses as provided by Rule 7, amended by Notification No. 43/2011-ST, dated 25.08.2011.

Yes. No need to submit the physical copy of ST3 to Sup of C E. But some of jurd officers insist the submisson to stamp and sign.

Nothing needs to be attached. Return in itself is sufficient enough.
