It depends on whether you intend the entity to be a profit making one or non profit one. In case most of the earnings - 70% are contributed towards charity, you would get a tax exemption I believe. Many businesses establish charitable organizations in India as part of their CSR; if you tell us what your intent is, we would be able to answer better and then there are charities that are set up with the sole aim of helping the needy and poor.
