Accounting treatment of purchase on high seas sales

we are purchasing goods on high seas sale basis from one of our indian  supplier. custom clearance is in our part 

we are clasifying the purchase as import. My query is that since we are paying in INR and are purchasing from indian  supplier , it should be booked in indegeneous purchase not in import
