VAT rates under Karnataka VAT

I bought a flat and i have doubt on VAT calculation done by buider. Can some body please let me know if the VAT calculated is correct or not. Below is the formula used by builder

70%(Basic price + car park price)*13.5%

What is the current rate of VAT for wetting agents or adhesive chemical in the state of Karnataka? Can any body answer for this with serial number and schedule ?.  The relevant excise code for this product is 34029099
