for residents one possible reason is on test check basis a few returns out of 1000 are held up for further validation in relation to deductions claimed.
doubtful cases r marked and then processed and after processing notice will arrive for proof of deductions.
secnond scenario is small difference from 26 As eve 36 rupees r held up indefinitely and ultimately processed after rectification.
some return last year were never processed even after 1 year.
only God knows the truth.

retired people with no salary income govt staff armed forces staff ex employees of armed forces returns r held up to make sure deductions claimed are not inflated.
moreover in many cases 26 As was not updated with correct tds figures and un many cases tds have gone into wrong pan number.
dept us waiting for corrected updated 26 As for further processing.

Like you I had filed my return for AY 18-19 in July 2018 and it had not been processed. I'm happy to report that just yesterday I was intimated regarding refund forwarded to my bank... So looks like they have started processing all the pending returns.

There may be some issues in your ITR, either it is defective or processed with demand. log in and check.
