Is it necessary to take approval from any authority to claim deduction u/s 35 for capital expenditure scientific research work?

i think there is no need of any prior approval if you fulfill the conditions of sec.35.

No, but you will require certificates which prove that its an approved Scientific indtitution while filing the return :)
