i am not taken the debit note in 3b filing, so can i take that in gstr 1 for the same month or next

yes but it can be taken in fresh GSTR1 AND SHOULD MENTION THE PREVIOUS GST BILL

in purchase return case you cant add this debit note in gstr 1 ...
