Deactivated DIN

Dear Experts,

Please guide. If a person has had DIN but his is currently deactivated on account of non-filing of DIR-3 KYC. He is not a director in any company currently. Can he be appointed a Director/DP in a company/LLP first and get his DIN activated later? 

Question is under specific circumstances. Would appreciate early response.  

Would suggest of you can cite relevant provision while answering.
