Salary for the purpose of HRA Calcn is basic plus DA (if forming part of salary)

How to understand the same, every orgn pays DA inaddn to basic - what is the importance of the word "if forming part of salary"

Moreover it is not out of the place to mention that any orgn pays HRA based on only basic salary
