custom duty query/ about invoice

my friend is going to send me a parcel from usa. price of the item is $75. i.e 3500 approx.

i have read somewhere that if the sender is shipping the product along with the invoice while sending the package that would clearly say that this is a purchase and not a gift and would override the duty Free option and make the department to charge you. i want to ask -
do invoice have to be included in shipment? will there be any problems if the sender doesn't send the invoice with shipment?

Sir, he's sending via usps priority mail international. he will mark it as a Gift.

will there be any problem if he doesn't sends the invoice?

he has to provide a declaration regarding "commercial price" as USD 75 and declare that its sent FREE OF COST as GIFT, for reference he can attach a copy of invoice, to satisfy the needs of customs valuations. 

 

rem the invoice is not of sender but of some vendor in counrty of sendor to the vendor, so its only reference document, for your above query "invoice is to be raised by sender" to catagorize it "commercial ( non gift)
