Hello, What remedy seller have against Registered Dealer (Purchaser) who is obliged to issue Form C to him (seller) and does not issue C Form inspite of follow up ?

issue debit note for diff of tax and collect.
keep deposit at the time of sale against form C and return the same to buyer when C form submitted,
