Invoice Raised with the name of 'A'. and deliver to 'C' on the behalf of 'A'.
Who will be issue the C Form to B.?

C-Form is being issued by the purchaser to the seller ...
so here 'A' will issue the C-Form to 'B' as he is the buyer .
I think it seems to be sale in transit!
