Apply in the following format to the jurisdictional superintendent. In reply he/she will send the id and password to your given e-mail. On receipt of the same change the password. Then log on www.aces.gov.in and ST-3 can be filed online.

Service Tax Return must be filed Online. Approach your range superintendent with details who shall email you a link with a password from which you can generate new user ID and new password. It should not take more than a day or two.
