Quick Summary
This discussion clarifies the difference between 'submitted' and 'filed' statuses in GSTR 2A for counterparties. Input tax credit (ITC) cannot be claimed when a counterparty's return is merely submitted; it can only be claimed once the return status shows as 'filed'.

No you cannot , it means the Return is submitted but not filed
When such input can claim?
No you can't claim

can claim ,only when the status is filed
