Would the cost of transit for transhipment from one port (say mumbai custom port) to another port (say kerela custom port) be added while computing assessable value u/s 14 of customs act?

Normally, the transhipment cost is not charged separately it is included in the import freight however, if separate cost is chareged for the transhipment and it is separately shown in the invoice of import it should be added otherwise not.
If the cost is separately shown in the same invoice will be added.It is advisable to issue both the invoices separately.
