Our is an out of home advertising Company. If our company advertises public welfare/social messages on its vacant media (mainly bus que shelters) at its own cost (basically printing and posting cost), can it qualify as expenditure done by company to meet its CSR expenditure obligation

As per Rule 4 of COMPANIES (CORPORATE SOCIAL RESPONSIBILITY POLICY) RULES, 2014, The CSR activities shall be undertaken by the company, as per its stated CSR Policy, as projects or programs or activities (either new or ongoing), excluding activities undertaken in pursuance of its normal course of business.

So in your case as the course of Advertising is in your normal course of Business it shall not be elegible to be included in for CSR expenditure.
