Can we file MGT-14 & INC-27 simultaneously together for conersion of Public co to Pvt Co. If yes what date should we put in particular of order like date of passing and receiving order?

First, you have to file form MGT-14 and insert SRN of form MGT-14 in form INC-27, since NCLT is not yet constituted, need not to get any order, the power has to delegated to concern ROC. Hence you need not to insert date of passing and receiving order in form INC-27.
