Can a consumer in A.P can buy goods directly from other states? If so, what are the requirements to be fulfilled by purchaser ( not for re-selling) i.e, consumer in A.P?

Not for resale means no.input tax credit required thus no.legal requirement to buy anything outside state
In this case the seller would charge Local VAT rate in AP & it will be Central sales without Form C & consequently you will be charged Local VAT Rate.
