If a contractor who is constructing private schools institutes buildings under work agreement or contract with school/institute .Then contractor is liable to pay service tax or not as educational related services are exempted ?

It is taxable. Services provided to an educational institution is exempted under certain cases. However construction services are not covered under mega exemption notification.
