my brother owning concrete self loaders. he sends on a rental basis. is service tax applies to him?

Service tax on rentals (when total exceeded 10 lakhs) is applicable till 30.06.2017
From 1st july, 2017 GST will be applicable if aggregate TO exceeds 20 lakhs.
