You know the best option is to format the system.

its simple yar...jst insert the window cd..ur system will automaticaly detect window cd...whetherr ur winow start up or not it doesnt matter...

do one thing just press F8 when y start your pc there will lots of command that you can use start your pc with debugging mode or with safe mode

if it does not work then you can follow these steps

1 start your pc

2 insert cd of windows xp/windows7

3. if your pc automatically boots from cd then just follow simple steps and repair your operating system rather than installing a fresh operating system

you have to reinstall operating system by step given as above
