What will be the tax rate on the manufacturer registered under composition scheme from Nov. 2017?

it has not notified as 1%
For Traders 0.5%cgst and 0.5%sgst = totalaly 1% on turnover
For Manufactures 1% cgst and 1%sgst = totally 2% on turnover
For Resturanters 2.5% cgst and 2.5%sgst = totally 5% on turnover
for manufacturers rate will be 2% for sales in Nov. and Dec. 2017 or 1%?
