yes you can purchase from outside state but you will not be able to sell outside state or through e commerce channel...

sir dealer is not registered in VAT he is petty dealer turnover 20 lakhs stock at premises 17.5 lakhs purchase from outside state, weather is applied for GST COMPOSITION SCHEME

my query is stock of 17.5 lakhs wheather department has collect tax on that stock or pay urd tax on that amount

No No No....
After applying RDC then you sell your goods and after your total sale. You calculate tax on whole sale and pay to govt. It's every quarter Youll be follow
