Can a composition registered dealer make interstate sales?If it has already done it is any kind of penalty chargeable under the Gst law ?

he has already made interstate sales
As per Rule 6, he cease to satisfy the condition to remain in compsotion scheme, hence have to file CMP 04 & switch to regular scheme.
