Mr.'A' is registered dealer opting composition scheme.Mr.'X' purchased goods from Mr.'A' ,whether he has to pay tax at the time of purchase or at the time of sale ?

At the time of sell, without any input credit.
I am doing outstatoin sale and local sale as well. Can i opt for composition scheme
if the outstation means other state he cannot opt for the composition scheme....
A composite dealer is not allowed to make interstate sale acc to section 10(2)(c) of CGST act,
