I Agreed Mr. CA Dashrath Maheshwari.....
Section 9(4) is applicable only if you purchase from unregistered person. Since composition is applicable to registered taxable person, section 9(4) will not be applicable and reverse charge not applicable. Anyways after the 22nd council meeting section 9(4) is suspended till 31st March, 2018.
