can a composition trader sell exempt goods , where to show exempt good sales in 9a annual return for financial year 2018-19?

Where to show exempted good sales in gstr 9a annual return
since it's not shown in gstr 4 of that financial year

No, there is no such penalty. An exempt goods dealer can opt for Composition.
