i dont have composition registration. so can i apply now for compounding...is it posible

ok, i have work contract with bsnl.when i was submitted bill they are asking for composition certificate. what shall i do.
You charge GST on Bill and provide GST certificate
i should pay 18% (9%cgst and 9%sgst) that am paying but except this i have to pay WCT .if i have composition certificate i have to pay only 4% but my case i dont have it. so bsnl they dont know what % i have to pay . my bills are still pending kindly give me a solution

Tab is not visible. If i ignore this tab try to next then late fee calculated directly Rs.300 CGST/SGST
Please give me any solution if you have because today is the last date filling .
