Did the cigirates come under composition or regular?

If turnover below 1.5 crore then you opt composition otherwise normal. Both option available.

composition limit 1 crore.. composition not for pan masala and gutka traders

composition dealer cannot sale purchase the taboco (cigrates) as per notification 8 /2017 CT

Only tobacco manufacturer can't opt composition.
Tobacco trader may opt composition

Yes I agree with CA Rashmi , it's manufacturer , so trader can opt for composition
