if the provisions of composite and mixed supply applies only in case of goods and not in case of services?

I am confused in case of servicing of car
here for parts applicable rates of various parts are charged along with labour service @ 28% in single invoice

You have to make a single invoice as you are providing services for which some parts used....
This type of supply is mixed supply & you have to pay tax at highest rate out of rates applicable on supply mentioned in invoice...
You can also raise separate bill for parts & labour...

but there is difference in rate to be charged on service and goods i.e 28% on labour and on parts as per applicable rate

Yes but it's a provision so you can't claim any refund....
