as per section 134 of companies bill 2017, ceo need to sign financial. our co. has ceo but is not designated in ROC, do he need to sign financial?

Yes CEO has to sign if he is director in the company and other one by either CFO OR CS
Signed by two directors out of which one is CEO and MD who is director in the company
but ceo is not designated as one in ROC
Shall be signed by chairperson of the company if he is authorised by board of the company... In the absence of that two directors one is CEO and other is CFO OR CS
If he is not director of the company then no need

As per section 134 financial statements should be signed by CEO AND MD only if he is a director of the company
As per the amendment bill CEO has to sign the accounts whether a director or not. the bill has been passed by both the houses of parliament. It is awaiting the assent of President.
Further to ur question that he is not designated in ROC. Please note CEO is Kmp thus necessary forms to be filed with ROC.
Plz refer amendments bill... And till the getting assent of president it will be effective??
