Interested director may also be counted towards quorum in such meeting after disclosure of his interest pursuant to section 184 - MCA Notification No. G.S.R. 583(E) dated 13th June, 2017.

So what will be quorum as per amended Sec 174(3)?

what you said is about quorum which is sec 174. In sec 184 in case of pvt co, he can PARTICIPATE i.e. vote in meeting
probable both provisions are in the same notification.
