Yes, according to new Companies Bill, Certificate of Commencement will not be required even by Public Companies.

The Bill says that even after receiving the COI, every (public as well as private) company must submit a declaration from a director stating that money has been received from the subscribers and confirming compliance with minimum paid up capital requirement. It also has to file the ROC a verification of its registered office. These are to be complied with in 180 days. If a Company fails to do so their name shall be struck off from the register.
