BUT, IT WOULD BE A WELCOME STEP IF INSTITUTE REDUCES THE TIMING AS WELL AS PERIOD OF ARTICLESHIP.

If served properly then after completing 3 years of articleship a CA student will be fundamentally strong and will not face much difficulty in his professional career after becoming a CA.
