I am filing CMP 08 qtrly basis, is any annual return also required for CMP 08 return?

Yes, as Composition dealer you have to file GSTR 4 as a annual return at the end of the year.
Yes, GSTR-4 is required to be filed by 31 July for F.Y. 20-21
GSTR 4 should be filed before 31.7.21
Where gstr 4 option showing in portal, only CMP 08 qtrly return option available in portal
