We have not submitted Closing stock For FY 2011-2012 under DVAT ,we dnt have Closint stock as on 31.03.2012 ,now department has sent penality 10000 .please suggets what i do ,

Every registered dealer in delhi is required to fill stock-1. If stock is nil, you must file it nil. Not filing this detail attracts penalty.

u have to pay penalty... notice issued under the respective rule and section doesn't contain any objection. so u must have to pay the penalty of Rs. 10000.
