Dear Vicky,
No permission required.
Under clause 23(b) it is only requried to close the transfer books only on the dates so that the transactions can be suitably settled.
For example you will not close your transfer books on saturday or sunday.
The compliance relating to book colosure are given under clause 15 and 16.
