Claiming previous year's tds in current year's return

Dear all,

One of my client has not filed his return for earlier years for the income below the Taxable Income Limit inspite of the fact that there is handsome amount of TDS in 26AS for Asst Year of 2011-12 and 2012-13.

Can he claim the TDS credits while submitting current Year's Return ?

If he, how and where in ITR 4 ?
