House rent allowances are partly taxable??
Its not taxable but tax exempt. I asked a question today if IT must be reduced by the HRA Exemption and it is still in moderation. HRA exempt is bigger than normal Income tax payable sometimes.
Yes, if you are not living in your own house and paying rent.
