Mr. B (the sister's son) is a legal heir under the Hindu Succession Act, but he is a Class II heir. He can only claim the assets if there are no surviving Class I heirs (like a mother) and no heirs in higher-priority Class II entries (like a father, or any living brothers/sisters). If all higher-priority heirs are deceased, then Mr. B (along with Mr. A and other children of the deceased siblings) would be entitled to inherit the property.
