CIBIL score reflects repayment history of loans and other credit facilities like credit card etc., taken by one person in past.
I would suggest that your client should get a credit facility atleast a credit card from his / her banker and should make repayment regularly. After some time CIBIL score will automatically improve.

Since he should increase his score in short period better opt for credit card and ask him to make repayments on regular basis
