Charges for getting service tax registration certificate

I have applied online for Service Tax Registration Certificate and submitted Form ST-1 alongwith necessary documents. The Certificate was issued the next day. However, the officer in-charge is asking for Rs 5,000/- for the same

Is there any charge for getting service tax registration certificate? If not, how do I get it without paying money?
