Change in return submission tenure from Quarterly to Monthly
Can an assessee who has opted for quarterly return, change his options to monthly before the close of quarter?

No. Assessee change the option only in the first month of the quarter.
For changing from QRMP to Monthly Return option, you need to Opt-in before last day of the 1st month of the quarter.
If you want to file monthly return from April-23, you will be allowed to choose this option from 01-March-2023 to 30-April-2023.
