a person who is hold COP of chartered accountant and cost accountants then he is eligible or not to conduct statutory audit and cost audit of a single person

Eligible.
not possible. as per code of ethics a person who is a practising CA cannot practise at the same time as a cost accountant.
Of same person not possible and firstly holding COP of both profession is not allowed
I agree same person cant hold COP in both profession..
can not hold both cop
