Whether Capital Goods transfered in a phase wise manner from old factory to new factory without payment of cenvat, where the production is functioning in both the factory?

Under Excise, registration is factory wise so both the factories are seperate assessee under CEA.
In totality it should not affect your net credit position as the other unit (new) will be entitled to the Cenvat credit and there shall be reversal of credit from the 1st unit (old).
