Kindly clarify whether cenvat credit on building materials like Steel structures and Cement can be availed in case of a new project treating as capital goods??

As i deal with OVAT, i am answering with regard to this only. As per OVAT any expenditure made on civil construction is not entitled for Input credit.
Buildings and steel structures are not covered under capital goods definition
