Cenvat Credit before Registration

Hi Friends of CA ClubIndia,

My query is related with Cenvat Credit in Service tax.

Whether Cenvat credit is available on Capital goods which were received prior to Registration in Service Tax.

The concern is output service provider & in the course it had purchased Plants & machinery to crush dolomites & return the sized dolomite to the service recepient. Over sixed dolomite is provided by the service recepient. Registration in service tax is taken only when the bill is not paid by the service recepient for want of service tax number.

I want to know whether the Department can deny the Cenvat on Capital goods on the ground that the service tax regn. is taken after receiving the Capital goods.
