If the cargo service provider does not OWN more than 10 vehicles, they are entitled to give the declaration. In any case the correctness of the declaration is verified by the authorised signatory of the cargo service co. and therefore the deductor (i.e you) need not look further than that. If the declaration is false, they will be penalised for it. You will have no liability on that count.
